Same-sex marriage is legal in fourteen countries: Argentina, Belgium, Brazil, Canada, France, Iceland, Ireland, Luxembourg, Norway, Portugal, South Africa, Spain, Sweden and Uruguay; as well as certain sub-jurisdictions (parts of Denmark,〔Denmark proper. In Greenland, a law providing for same-sex marriage is not yet in force.〕 Mexico,〔Chihuahua, Coahuila, Guerrero, Quintana Roo and the Federal District (Mexico City).〕 the Netherlands,〔The Netherlands proper.〕 New Zealand,〔New Zealand proper.〕 the United Kingdom〔England and Wales, Scotland and the Pitcairn Islands, notably excluding Northern Ireland〕 and the United States〔United States proper, Guam, the Northern Mariana Islands, Puerto Rico, the United States Virgin Islands and some tribal jurisdictions.〕). A similar law in Finland is not yet in force. Same-sex marriage in Mexico is performed in the federal district of Mexico City and the states of Chihuahua, Coahuila, Guerrero and Quintana Roo. Their marriage certificates are recognized in all 31 Mexican states. Same sex marriage is recognized, but not performed, in Israel and Malta. Furthermore, same-sex marriages performed in the Netherlands are recognized in Aruba, Curaçao and Sint Maarten. Whether same-sex couples should be allowed to marry has been and remains the topic of debate worldwide. Twenty-nine countries and five jurisdictions worldwide have passed constitutional and/or statutory amendments that explicitly prohibit the legal recognition of same-sex marriage and sometimes other forms of legal unions as well. Nineteen countries and twenty jurisdictions worldwide have authorized civil unions or unregistered cohabitation for same-sex couples as an alternative to marriage.
